As a key member of the senior HR leadership team, you will design and implement the Employee Relations and Employee Engagement strategy for CQC which directly impacts the organisations performance.

Key Responsibilities:

• Develop and deliver an effective ER and Employee Engagement strategy that will facilitate staff engagement on the delivery of the organisation agenda.
• Own the consultation and negotiation process for CQC and working with subject matter experts will lead negotiations and consultations with the Trade Unions and Staff Forum and ensure that the secretariat function for the consultative forums is operating effectively.
• Work with project leads and HR BPs to develop and deliver the consultation and negotiations and employee engagement requirements on specific projects.
• Liaise with Cabinet Office on employee relations issues including arranging Period of Reflection meetings that are required as part of the redundancy process.
• Responsible for the delivery of the staff survey within CQC and work with the ET to ensure that each Director takes responsibility for the actions plans that result from the feedback provided.
• Develop and implement and employee engagement framework for CQC. Monitor progress on the key deliverables against the employee engagement agenda
• Co-ordinate communications that are issued from OD & HR to the business and work closely with the Engagement Directorate to ensure consistency of messages that are shared with staff.
• Responsible for the maintenance and development of the People Management policies for CQC ensuring that they are fit for purpose and take into account any changes in legislation or best practice.
• Ensure that equality, diversity and human rights implications are understood and acted upon.
• Management of the ER and Employee Engagement team.

Person Specification:

Knowledge & Experience

• A track record of success as an employee relations and engagement professional, with experience of operating in a unionised organisation.
• Evidence of success in both establishing and implementing a staff survey.
• Proven experience of project management in reactive or challenging situations.
• Strong track record of developing and implementing creative solutions to the management of complex communication-related issues.
• Evidence of working collaboratively to engage with a range of internal partners to achieve demanding communications objectives.
• Evidence of Managing events and chairing meetings at a high level
• A successful track record of working with board/executive team members

• Exceptional verbal and written communication skills, with the ability to develop and articulate messages effectively and to suit different audiences.
• Excellent consultation and negotiation skills that have been applied in a unionised environment
